 Nothing in the world happened independently of any kind of political, economic, social or cultural necessity. There must be a force used by people to make sure they reach the intended goals. Anything to migrate from one place to another must be strongly used to move the object, so when you talk about the cost of change it means engaging in achieving the purpose that you intend to do in a sense.
